3.-INTERVENTION

William Gladstone wanted to follow the ideas of Smith about the income tax, because the tax incremented and Gladstone put a solution if he won the elections he promised to abolish the income tax on the election of 1874, The problem was that he lost and the income tax increased and became the mainstay of government revenue.

In 1869 the revenues of Victoria went to government departments, the people were concerned about the centralization and state power. The historians like Eric Hobsbawm thought that the 19th century came as near laissez-faire.

Then the taxes raised to fight the wars, but the welfare of it’s citizens was a local responsibility. Victorian Britain government responsabilities extended on diplomacy, warfare and defence. Otherwise Victorian Britain was a country of growing state intervention.

4.-LOCATING THE PROBLEMS

The Industrial Revolution in Britain changed the life of Victoria country because the city increased, I mean that the city became much bigger than other years, the population increase, created more industries, appeared the pollution, in resume:

The country growth, but caused social problems, and the Dr JP Kay illustrated that problems:

The pollution will cause heart diseases; the dirt city and economy are found in the alliance with dissipation, disease and reckless habits. The population becomes less efficient, the horrors of pauperism would accumulate. And the people will be an unhappy existence.
